Radio System Policies

Radio technology bulletins (RTBs) specify policies and procedures for the Pennsylvania Statewide Radio Network. RTBs may also have associated files such as forms or appendixes. Common documents are associated with one or more RTBs, and contain common content such as a glossary.

	RTB001 - Philadelphia Area Emergency Communication	Establishes guidelines for emergency communication using the Pennsylvania Statewide Radio Network (PA-STARNet) among public safety and law enforcement organizations with responsibility for emergency response or emergency management in the City of Philadelphia.
	RTB002 - Interagency Communication	Establishes guidelines for nonemergency ad hoc interagency communication using the Pennsylvania Statewide Radio Network (PA-STARNet): that is, communication across agency fleet map boundaries for which no agency-owned shared voice groups exist.
	RTB002-01 - Interagency Voice Groups	Lists Voice Groups for Interagency Communication Center reserved profile
	RTB003 - Stations at Fixed Locations	Establishes guidelines for fixed-location subscriber stations that rely on Radio Frequency (RF) connectivity, in light of their impact on operation of the Pennsylvania Statewide Radio Network (PA-STARNet). In a network designed primarily for mobile traffic, Fixed Stations require special consideration in planning for deployment.
	RTB003-01 - Fixed Station Installation Quality Standards	Specifies standards for installation of Fixed Stations, commonly known as Control Stations, for use with the Pennsylvania Statewide Radio Network (PA-STARNet).
	RTB005 - Emergency Behavior	Establishes guidelines for use of OpenSky™ emergency behavior in agency fleet management. Emergency behavior is a feature of OpenSky radios allowing configurable notification of fleet radios or consoles in case of activation by an end user’s pushing the button designated for this purpose.
	RTB007 - County and Local Communications Connectivity	Establishes guidelines for the connection of county public safety entities agencies with the Pennsylvania Statewide Radio Network (PA-STARNet) for two-way voice communication in support of emergency and routine operations.

	RTB009-01 - PA-STARNet User Agreement	Shows terms and conditions that are typical of the form of agreement for use of the Pennsylvania Statewide Radio Network (PA-STARNet) by organizations outside commonwealth government.
	RTB009-01 - Application for System Use by Organization Outside Commonwealth Government	Specifies a structured format for submission of the information required to apply for participation as a user of the Pennsylvania Statewide Radio Network (PA-STARNet) for users outside commonwealth government.
